What is Extended Producer Responsibility (EPR)?
Extended Producer Responsibility (EPR) is an environmental policy that makes producers responsible for the entire lifecycle of the products they place on a market including the cost of collecting, recycling, and disposing of them once they become waste. In practice, if you sell physical goods into a country, you’re legally required to register with that country’s EPR scheme and pay fees that fund its recycling and waste systems. EPR applies across the EU and covers categories such as packaging, electrical and electronic equipment (WEEE), and batteries. For e-commerce sellers, it means you must be registered in each country you sell into before you start shipping there.
Who needs to register for EPR?
You need to register for EPR if you place products onto a market for the first time. This includes manufacturers, importers, brand owners, and increasingly online sellers shipping directly to consumers in another country. For e-commerce, the obligation usually falls on you as the seller the moment your goods reach customers in an EU country, even if you have no physical presence there. Distance sellers and businesses using fulfilment warehouses (such as Amazon FBA) are squarely in scope. If you sell packaged goods, electronics, or anything containing batteries into the EU, you almost certainly have EPR obligations in every country you trade in.
What products does EPR cover?
EPR covers distinct product categories, each with its own registration and reporting stream. The three most common for e-commerce sellers are: packaging (boxes, fillers, labels, and any material your product ships in), electrical and electronic equipment (WEEE) (anything with a plug, battery, or cable), and batteries (both standalone and those built into devices). Some countries extend EPR to textiles, furniture, tyres, and printed paper too. Because each category and each country is regulated separately, a single product shipped across the EU can trigger multiple EPR registrations at once — which is where most sellers underestimate the workload.
Why is EPR linked to Amazon and other marketplaces?
Marketplaces like Amazon are now legally required to check that their third-party sellers hold valid EPR registration numbers for the countries they sell into. If you can’t provide a valid number, the marketplace can suspend or remove your listings in that country until you become compliant. This shifted EPR from a “nice to have” into a trading requirement — sellers who ignore it risk losing access to their largest sales channels overnight. Providing your EPR registration numbers to Amazon, eBay, and similar platforms is now a standard part of selling cross-border in the EU.
How do I register for EPR in the EU?
To register for EPR, you identify every country you sell into and every product category that applies, then register with the relevant scheme (a Producer Responsibility Organisation) in each one. You’ll typically need company details, product and material data, and estimated volumes, after which you receive a registration number for each category and country. Most countries also require periodic reporting of the quantities you place on the market, plus ongoing fees.
